LEYECO IV's residential rate is ₱16.9708 per kWh for September 2026, VAT included (LEYECO IV). That's the highest of the 21 months we tracked, and ₱5.3147 more per kWh than May 2026's ₱11.6561. Over in Ormoc, LEYECO V's September rate is ₱16.3837 per kWh, before distribution VAT (LEYECO V).
Mahal na an kuryente? Below: every monthly rate both co-ops posted for 2026 (and LEYECO IV's for 2025), what's inside the rate, why it jumped after May, sample bills, and what solar could save at these rates.
Figures checked 7 October 2026. Neither co-op had posted its October 2026 rate yet. We update this page as new rates come out.

The two posted rates aren't quite like for like. LEYECO V's sheet says its total is "exclusive of distribution VAT". That VAT is 12% of the co-op's own charges, and we estimate it adds about ₱0.19 to ₱0.23 per kWh (more on that below). Even with it, LEYECO IV was the more expensive of the two in September, by roughly ₱0.36 to ₱0.39 per kWh (Solar Leyte calculation).

Source for every row: LEYECO IV's monthly rate posts (2026 rates, 2025 rates). For all nine months of 2026, the residential rates on PRESYO-PH, ICSC's tracker compiled from co-op rate disclosures, match LEYECO IV's posts exactly (PRESYO-PH).
What stands out:
- 2025 stayed between ₱11.78 and ₱15.50. The low was June 2025 (₱11.7758), the high February 2025 (₱15.5034).
- 2026 swings harder. January hit ₱16.7076, May dropped to ₱11.6561, and from June the rate stayed near ₱16 to ₱17.
- Four months in a row above ₱15.99. June to September 2026 are four of the five highest months in the table. The generation charge was above ₱9 in each of them.
- Year on year: September 2026 is ₱2.6755 higher than September 2025, about 18.7% more (Solar Leyte calculation).

Source: LEYECO V's unbundled rate sheets for each month, downloaded from leyeco-v.com.ph on 7 October 2026. A dash means we only read the total from that month's scanned sheet.
- The big jump came in August. LEYECO V went from ₱13.4881 in July to ₱16.6446 in August 2026, ₱3.1565 more per kWh in one month. September eased slightly, to ₱16.3837.
- May to September: ₱10.8730 to ₱16.3837 is ₱5.5107 more per kWh. The generation rate alone rose ₱4.4243 (₱5.0692 to ₱9.4935).
- Year on year: September 2026 is ₱2.0278 higher than September 2025's ₱14.3559, about 14.1% more (Solar Leyte calculation).
A note on PRESYO-PH and distribution VAT. For July, August and September 2026, PRESYO-PH's LEYECO V residential figures (₱13.4881, ₱16.6446, ₱16.3837) match LEYECO V's sheets. For January to June 2026 they run about ₱0.19 to ₱0.23 higher (₱11.0676 for May, against ₱10.8730 on LEYECO V's sheet, for example). That gap is about the size of the distribution VAT, so PRESYO-PH likely added it for those months. We use LEYECO V's own figures throughout and treat distribution VAT separately.
How much is LEYECO V's distribution VAT? Its September sheet lists distribution, supply and metering charges of ₱0.5782, ₱0.6001 and ₱0.4326 per kWh, and says distribution VAT is 12% of the vatable charges. 12% of those three is about ₱0.19 per kWh. If the RFSC and lifeline lines that the sheet also marks "Vatable" are included, it's about ₱0.23 (both Solar Leyte calculations). So the all-in September rate is roughly ₱16.58 to ₱16.61 per kWh. Your bill shows the exact VAT lines.
What's inside the LEYECO IV and LEYECO V rate
Here's September 2026, line by line, from LEYECO IV's rate post and LEYECO V's unbundled rate sheet. We grouped the small universal charges together.
Component (₱/kWh) | LEYECO IV | LEYECO V | Who gets it |
|---|---|---|---|
Generation charge | 9.5635 | 9.4935 | Power suppliers |
Transmission charge | 0.5344 | 0.6027 | NGCP |
Ancillary service charge | 1.1390 | 1.3560 | NGCP (reserves) |
System loss charge | 1.1286 | 1.0165 | Generation and transmission |
Distribution, supply and metering | 2.0750 | 1.6109 | The co-op |
RFSC (reinvestment fund) | 0.4004 | 0.2904 | The co-op, for capital spending |
Universal charges, FIT-All, REC recovery, subsidies | 0.6810 | 0.6826 | Government programmes |
VAT | 1.4489 | 1.3311 (excl. distribution VAT) | Government |
Total | 16.9708 | 16.3837 |

LEYECO IV's distribution, supply and metering line is ₱0.8449 + ₱0.7732 + ₱0.4569. LEYECO V's is ₱0.5782 + ₱0.6001 + ₱0.4326. The "universal charges" group adds the missionary electrification, environmental, stranded debt, FIT-All, REC recovery, lifeline and senior citizen lines from each sheet (Solar Leyte grouping; each line is on the source).
A few things worth knowing:
- Generation is the biggest piece. It's about 56% of LEYECO IV's rate (9.5635 ÷ 16.9708) and 58% of LEYECO V's (9.4935 ÷ 16.3837), Solar Leyte calculations.
- The co-op's own share isn't what moved. LEYECO IV's distribution charge was ₱0.8449 in every monthly post we checked, from January 2025 to September 2026. LEYECO V's distribution, supply and metering charges are the same on its May, July, August and September 2026 sheets.
- FIT-All went up. The feed-in tariff allowance on both co-ops' sheets rose from ₱0.2011 to ₱0.3359 per kWh in the second half of 2026 (from August at LEYECO IV, and on LEYECO V's August and September sheets).
- There's also a ₱5.00 monthly fixed charge for residential customers at both co-ops.
Why LEYECO IV and V rates rose in 2026
At LEYECO IV, the rate went up ₱5.3147 from May to September 2026. The generation charge alone rose ₱4.3753 (₱5.1882 to ₱9.5635), about 82% of the increase (Solar Leyte calculation). Most of the rest is VAT on that generation, a higher system loss charge and the FIT-All increase.
Both co-ops buy most of their power from coal plants under contracts, and top up from the WESM spot market. Their monthly generation charge breakdowns show how much more the spot power cost:
Co-op, rate month | WESM share of kWh bought | Average WESM cost (₱/kWh) | Contract power cost (₱/kWh) |
|---|---|---|---|
LEYECO IV, Jul 2026 | 16.61% | 26.0544 | 5.29 to 6.52 |
LEYECO IV, Aug 2026 | 8.90% | 22.9573 | 5.83 to 6.76 |
LEYECO IV, Sep 2026 (preliminary) | 14.92% | 13.2043 | 6.13 to 6.61 |
LEYECO V, Sep 2026 | 18.41% | 22.0276 | 5.37 to 6.43 |
Sources: LEYECO IV's July, August and September 2026 generation charges; LEYECO V's breakdown of generation charge, September 2026 (billing period 26 July to 25 August 2026). Contract costs are the range across Therma Luzon, Sual Power, KEPCO SPC and, for LEYECO V, FDC Misamis.
So spot power cost two to five times as much as contract power in these months. Two more things pushed generation charges up:
- Line loss and congestion costs (LLCC). IEMOP billed the region's 11 co-ops ₱572.9 million in LLCC for July 2026. Daily Tribune reported the surcharge ranged from ₱0.46 per kWh for LEYECO II to as much as ₱5.99 per kWh for LEYECO IV, the highest in the region, and that co-ops staggered some of these pass-on costs to soften the hit (Daily Tribune).
- Staggered WESM bills are still being collected. LEYECO IV's September breakdown adds ₱13.42 million from its June WESM bill and ₱7.43 million from its July bill, both marked "staggered". Its August breakdown also carries ₱13.42 million from the July bill. That's part of why the September rate stayed high even though September's own WESM power was cheaper.
Tight supply on the Visayas grid is the background to all of this. Yellow and red alerts bring pricier plants online (what grid alerts mean). LEYECO IV has also posted a petition asking the DOE and ERC to review the LLCC formula and Congress to review VAT on electricity (LEYECO IV petition).
What a LEYECO IV or LEYECO V bill looks like at 100, 200 and 300 kWh
Plain math: kWh × rate, plus the ₱5.00 fixed charge. LEYECO IV's figures include all VAT. LEYECO V's are before distribution VAT, which adds roughly ₱19 to ₱23 per 100 kWh at September's charges (Solar Leyte calculation).
Monthly use | LEYECO IV, May 2026 (₱11.6561) | LEYECO IV, Sep 2026 (₱16.9708) | LEYECO V, May 2026 (₱10.8730) | LEYECO V, Sep 2026 (₱16.3837) |
|---|---|---|---|---|
100 kWh | ₱1,170.61 | ₱1,702.08 | ₱1,092.30 | ₱1,643.37 |
200 kWh | ₱2,336.22 | ₱3,399.16 | ₱2,179.60 | ₱3,281.74 |
300 kWh | ₱3,501.83 | ₱5,096.24 | ₱3,266.90 | ₱4,920.11 |
A 200 kWh home pays about ₱1,062.94 more a month at LEYECO IV than in May, and about ₱1,102.14 more at LEYECO V (Solar Leyte calculations). Your own bill may differ slightly because of discounts, arrears or local taxes. You can plug in your own numbers with our electricity bill calculator.
How they compare with LEYECO II and BILECO
PRESYO-PH's September 2026 residential rates put BILECO at ₱18.93, LEYECO IV at ₱16.97, LEYECO V at ₱16.38 and LEYECO II at ₱14.05 per kWh (PRESYO-PH). Two cautions:
- LEYECO II's ₱14.0488 is before VAT, so the gap to LEYECO IV and V is smaller than it looks. Our LEYECO II tracker does the like-for-like math.
- BILECO is still the most expensive. Even all-in, LEYECO IV is about ₱1.96 per kWh below BILECO's ₱18.93 (Solar Leyte calculation). See our BILECO rate tracker.
For how the parts of any co-op bill work, see the BILECO and LEYECO rates guide.
Practical ways to cut your LEYECO IV or V bill
- Track kWh, not just pesos. LEYECO IV's rate moved ₱5.31 in four months. If your bill jumped and your kWh didn't, it's the rate.
- Go after the big loads first. Aircon, refrigerator, water heater, flat iron. Replacing an old non-inverter aircon is often the biggest single saving (aircon and solar).
- Move heavy use to daytime if you have solar or plan to get it.
- Plan for brownouts separately. A battery keeps the lights on in an outage but doesn't do much for the rate itself (battery prices).
Net metering and zero export with LEYECO IV and V
Both co-ops already buy power from net-metering customers. LEYECO IV's September 2026 breakdown lists 14,492 kWh from net metering (0.12% of power bought) at ₱9.3252 per kWh, the same as its August generation charge. LEYECO V's September breakdown lists 54,494 kWh (0.17%) at ₱9.4225, its August generation rate.
So exported solar is credited at around the generation charge, not the full retail rate. Solar you use yourself saves the full rate. The rules, steps and forms are in our net metering guide. If you don't want to export at all, the DOE's 2026 rules for plug-and-play and zero-export systems are in our zero-export guide. When we checked on 6 October, neither leyecoiv.com nor leyeco-v.com.ph had a page for the new DOE notification form yet.
What solar could save you at these rates (example only)
Assumptions. These are not a quote and not a promise:
- Production: 3.5 kWh per kWp per day, so about 105 kWh per kWp a month (3.5 × 30). This is our conservative house figure for Leyte (how we size systems).
- System: 3 kWp, so 3 × 105 = 315 kWh a month.
- Self-use: 60% of the solar output used directly (189 kWh). The other 40% is exported (126 kWh).
- Retail rate: September 2026, ₱16.9708 (LEYECO IV) or ₱16.3837 (LEYECO V, before distribution VAT).
- Export credit: the September 2026 generation charge, ₱9.5635 (LEYECO IV) or ₱9.4935 (LEYECO V). The co-op's actual credit rate may differ and changes every month.
Example math for a 300 kWh/month home (Solar Leyte calculations):
LEYECO IV | LEYECO V | |
|---|---|---|
Solar used at home (189 kWh) | ₱3,207.48 saved | ₱3,096.52 saved |
Export credit (126 kWh) | ₱1,205.00 | ₱1,196.18 |
Still bought from the co-op (111 kWh) | ₱1,883.76 | ₱1,818.59 |
Energy bill after credit | about ₱678.76 | about ₱622.41 |
Same home without solar | ₱5,091.24 | ₱4,915.11 |
Both before the ₱5.00 fixed charge.
Rule of thumb: each kWp makes about 105 kWh a month. At September's LEYECO IV rate, that's worth about ₱1,782 if you use all of it yourself (105 × ₱16.9708), or about ₱1,004 if you export all of it (105 × ₱9.5635).
Be careful with payback. These rates swing a lot. At May 2026's rates, the same kWp used at home would have saved about ₱1,224 a month at LEYECO IV and ₱1,142 at LEYECO V. Ask an installer to run the numbers at a lower rate too, and compare with the installed price in a real quote (solar panel prices; is solar worth it?). Pag-IBIG members can also look at a Pag-IBIG solar loan.
What about LEYECO III?
LEYECO III isn't in this tracker. We couldn't find monthly rates on an official LEYECO III website. PRESYO-PH (ICSC's tracker, compiled from co-op rate disclosures) lists ₱17.1467 per kWh for LEYECO III in July 2026 and no figure for August or September (PRESYO-PH). We'll add it if LEYECO III starts posting rates we can check.
FAQ
What is LEYECO IV's rate per kWh now? ₱16.9708 per kWh for September 2026, VAT included, plus a ₱5.00 monthly fixed charge. October 2026 wasn't posted yet when we checked on 7 October.
What is LEYECO V's rate per kWh in Ormoc? ₱16.3837 per kWh for September 2026, before distribution VAT. With distribution VAT, we estimate about ₱16.58 to ₱16.61.
How much is a 200 kWh bill? About ₱3,399.16 at LEYECO IV (200 × ₱16.9708 + ₱5.00) and ₱3,281.74 at LEYECO V before distribution VAT, at September 2026 rates.
Why did the rate go up? Mostly generation. LEYECO IV's generation charge rose from ₱5.1882 in May to ₱9.5635 in September 2026, driven by expensive WESM spot power, congestion costs (LLCC) and staggered WESM bills being collected.
Which towns does LEYECO IV cover? And LEYECO V? LEYECO IV: Baybay City, Hilongos, Bato, Hindang, Inopacan and Matalom. LEYECO V: Ormoc City, Albuera, Isabel, Kananga, Matag-ob, Merida, Palompon, San Isidro, Tabango, Calubian, Villaba and Leyte.
Is LEYECO IV or LEYECO V cheaper? In September 2026, LEYECO V, by roughly ₱0.36 to ₱0.39 per kWh once distribution VAT is counted. LEYECO V's posted rate was lower in every month of 2026, by between ₱0.23 (August) and ₱3.05 (June) per kWh before its distribution VAT, so in August the two were almost level.
