BILECO Rate per kWh 2026: Monthly Tracker for Biliran

BILECO's latest posted residential rate is ₱18.3407/kWh (July 2026), the highest in ICSC's July list of on-grid utilities. Here's every 2025–2026 monthly rate we could verify, what's inside the rate, sample bills at 100–300 kWh, and honest solar math.

BILECO's latest posted residential rate is ₱18.3407 per kWh, for July 2026, VAT included (BILECO). DOE data compiled by ICSC's PRESYO-PH puts it at about ₱18.76 in August and ₱18.93 in September 2026 (PRESYO-PH). BILECO hadn't posted those two months on its website when we checked.

Note on July: BILECO's post prints "18.34.07". We read it as ₱18.3407: in every BILECO post we checked, residential is exactly ₱1.5054 above commercial (₱16.8353 + ₱1.5054 = ₱18.3407), and ICSC lists ₱18.34.

We use BILECO's own posts where they exist; other months come from PRESYO-PH, ICSC's tracker, which sources BILECO rates from DOE. It matches BILECO's posts for Jan–Mar 2025, May 2026 and July 2026. All rates include VAT.

The swing is big: from ₱12.9458 in May 2026 to ₱18.3407 in July. That's ₱5.39 more per kWh in two months.

What's inside the BILECO rate

BILECO says its rate has nine components (BILECO billing info):

  • Generation charge: the cost of power bought from generators. BILECO says it's "roughly 45%" of the monthly rate.
  • Transmission charge: paid for delivery over NGCP's grid.
  • System loss charge: power lost between delivery and billing. ERC caps how much can be passed on (Leyte Samar Daily News).
  • Distribution charge: distribution, supply and metering. This is fixed unless ERC approves a change.
  • Reinvestment Fund for Sustainable CAPEX: pays for network rehabilitation, upgrades and expansion.
  • Universal charge: set by ERC and remitted to PSALM. It covers missionary electrification, environmental charges and REDCI.
  • Lifeline and senior citizen discounts/subsidies.
  • VAT.

BILECO doesn't publish a per-component table on its website. LEYECO IV's September 2026 breakdown shows how the parts add up in a Leyte co-op (LEYECO IV). That co-op's residential rate is ₱16.9708/kWh:

  • generation ₱9.5635 (about 56%)
  • transmission ₱1.6734
  • system loss ₱1.1286
  • distribution, supply and metering ₱2.0750

Why the rate changes month to month

Generation and transmission are pass-through costs. BILECO passes them on "without any additions or reductions," so they drive most of the monthly swing (BILECO).

In 2026, two pressures hit Eastern Visayas hard:

  • Spot-market prices. When supply is short, co-ops buy from the WESM. During yellow alerts, pricier diesel plants run, and that raises generation charges. BILECO General Manager Gerardo N. Oledan explained this in a PIA Biliran report.
  • Line loss and congestion costs (LLCC). IEMOP billed the region's 11 co-ops ₱572.9 million in LLCC for July 2026 alone (Daily Tribune). The same report said that under normal computation, Biliran's July rate "would have reached" ₱24.35/kWh. Co-ops staggered WESM pass-throughs to soften it. (That report gives a different staggered July figure than BILECO's posted rate. We use BILECO's posted rate.)

ICSC's July 2026 list matches these for BILECO, LEYECO III, SOLECO and NORSAMELCO (ICSC), and LEYECO IV's own September post shows ₱16.9708 (LEYECO IV). Daily Tribune put LEYECO II's July rate at ₱13.26 "under the normal computation." "n/a" = no PRESYO-PH figure.

Practical ways to cut your BILECO bill

  1. Know your kWh. Compare kWh month to month, not just pesos, since the rate itself moves.
  2. Target the big loads. Aircon, refrigerator, electric water heater, flat iron. Use them less, or replace old units with efficient ones. BILECO's GM has said conserving power is the most direct way households can control their bills (PIA).
  3. Shift heavy daytime use to solar hours if you have solar or plan to.
  4. Consider rooftop solar with net metering, explained below.

How rooftop solar and net metering work in 2026

  • Who qualifies: customers with renewable energy systems up to 100 kW (RA 9513, the Renewable Energy Act; DOE).
  • How it saves: your home uses solar power first, and that saves the full retail rate. Extra power flows to the grid as a peso credit. That credit is valued at the utility's blended generation charge, not the full rate, per ERC directives as explained in Meralco's FAQ.
  • 2025 ERC amendments (Resolution No. 15, s. 2025, issued 27 Aug 2025; GMA News):
    • Credits can be banked and rolled over to future bills.
    • Credits can transfer to a new owner if the property is sold.
    • REC meters are now optional.
    • Utilities must publish their net metering forms and process online.
  • Faster processing: under EO 110's national energy emergency, a DOE advisory dated 1 April 2026 requires co-ops to finish complete applications within 10 working days. LGU permits must be acted on within 3 working days. The advisory lasts as long as the emergency declaration (DOE).
  • Brownouts: a plain grid-tie system shuts off during outages for lineworker safety. Only a properly isolated battery (hybrid) system can keep selected loads running (Meralco FAQ).

BILECO's website didn't show a net metering page when we checked. Ask BILECO directly for its current forms and fees.

(Note: RA 12017 is LEYECO II's 25-year franchise law, approved 9 Aug 2024 (Lawphil). Net metering itself comes from RA 9513.)

What solar could save you at this rate (example only)

Assumptions. These are not a quote and not a promise:

  • Sunlight: Global Solar Atlas estimates about 1,411 kWh per kWp per year for Naval, roughly 3.9 kWh/kWp/day (Global Solar Atlas). That works out to about 4.8 peak sun hours on flat ground. To allow for shade, dust, cloudy months and downtime, we use a lower 3.5 kWh/kWp/day.
  • System: 3 kWp, so 3 × 3.5 × 30 = 315 kWh/month.
  • Self-use: 60% of solar output is used directly (189 kWh). The other 40% is exported (126 kWh).
  • Rates: ₱18.3407/kWh retail (July 2026). Export credit about ₱9.50/kWh, which is PRESYO-PH's September 2026 blended generation rate for BILECO. BILECO's actual credit rate may differ.

Example math for a 300 kWh/month home:

  • Solar used at home: 189 × ₱18.3407 = ₱3,466.39 saved
  • Exported credit: 126 × ₱9.50 = ₱1,197.00
  • Still bought from BILECO: 300 − 189 = 111 kWh × ₱18.3407 = ₱2,035.82
  • Bill after credit: ₱2,035.82 − ₱1,197.00 = about ₱838.82, versus ₱5,502.21 before

Rule of thumb from the same assumptions: each kWp makes about 105 kWh a month. That's worth about ₱1,926 if you use all of it yourself (105 × ₱18.3407), or about ₱998 if you export all of it (105 × ₱9.50).

Real results depend on your roof, shading, daytime habits, weather, panel aging and future rates, which can also fall (May 2026 was ₱12.9458). For payback, divide the installed price in a real quote by the savings worked out for your own bill.

What is BILECO's rate per kWh now? ₱18.3407/kWh for July 2026, the latest BILECO post. PRESYO-PH shows about ₱18.76 (Aug) and ₱18.93 (Sep).

How much is a 200 kWh bill? About ₱3,668 at ₱18.3407 (200 × 18.3407).

Why did rates jump in mid-2026? Higher generation costs, WESM purchases during tight supply, and line loss and congestion charges.

Does net metering pay ₱18 per exported kWh? No. Exports are credited at the blended generation charge. Self-used solar saves the full rate.

How long should net metering approval take? 10 working days for complete applications under the DOE's April 2026 advisory, while the emergency is in force.
