Generator vs Solar for Brownouts in Leyte and Biliran (2026): Fuel Cost per Hour, Generator Prices and When a Battery Wins

At about ₱87 a litre of gasoline, a small inverter generator running a fridge, fans, lights and TV costs roughly ₱39 an hour, and each kWh costs ₱50 to ₱87, versus ₱18.93 from BILECO. Here are real PH generator prices, fuel figures from the makers' specs, and when a battery or solar wins instead.

For the short evening brownouts Leyte and Biliran keep getting, a battery (a portable power station or a hybrid solar system) usually costs less to own than a generator, because every generator hour burns fuel. For long outages after a typhoon, or for big loads like an aircon or a water pump, a generator is still the cheaper backup to buy. Many homes end up with both. In our worked example, a Honda EU22i S inverter generator running a fridge, two fans, lights and a TV burns about 0.45 litres an hour. At about ₱87 a litre (our estimate: Biliran's ₱91.40 RON 91 common price in the DOE's 13–19 October 2026 price monitoring, less the ₱4.30 gasoline cut in the DOE Oil Monitor of 20 October 2026), that's roughly ₱39 an hour, or about ₱87 per kWh, assuming the generator is supplying about 450 W (0.45 kW) of load during that hour; that's more than four times BILECO's ₱18.93.

Brownout na pud? The Visayas grid has had repeated yellow and red alerts this year (what the alerts mean for Biliran and Leyte), and on 8 August 2026 a planned NGCP shutdown left BILECO's whole franchise area without power for 13 hours (BILECO advisory via Biliran Blogs). Here's the honest maths with real Philippine prices.

What generators cost in the Philippines (October 2026)

These are listed prices from the makers' or dealers' Philippine sites on 23 October 2026. Inverter generators make clean power that's safer for laptops, TVs and inverter appliances, and they throttle down at light load to save fuel. Conventional "open-frame" generators are cheaper and heavier.

How much fuel does a generator use per hour?

Makers rarely print litres per hour. They print the tank size and how long a full tank lasts at a given load. Divide one by the other and you get the fuel use (our calculation):

Bar chart of fuel cost per kWh at about 87 pesos a litre of gasoline: Honda EU22i S at quarter load 87.00 pesos; Ingco GEI25006-5P at half load 56.13; Honda EZ3000CX at rated load 55.77; Honda EU22i S at rated load 54.38; Ingco GEI40006-5P at half load 50.75; versus 18.93 pesos per kWh for BILECO residential power in September 2026.
Solar Leyte calculation from Honda, Motor Ace and Ingco PH specs (tank size ÷ run time), DOE gasoline prices for 13-19 and 20 October 2026, and PRESYO-PH (BILECO, September 2026). Checked 23 October 2026.

Where ₱87 a litre comes from: the DOE's price monitoring for 13 to 19 October 2026 lists a common price of ₱91.40 a litre for RON 91 gasoline in Biliran and ₱89.20 in Tacloban City. From 20 October, pump prices for gasoline dropped by ₱4.30 a litre, which puts them at roughly ₱87 and ₱85 (our estimate). Diesel went up ₱2.60 the same week.

So every kWh from these generators costs ₱50.75 to ₱87.00 in fuel alone, 2.7 to 4.6 times BILECO's rate (our calculation), before oil and upkeep.

Notice the pattern. A generator is most efficient near its rated load. A home brownout load is small, so you pay more per kWh. Honda's quarter-load figure is the closest published point to a typical evening load. Ingco's spec pages and Honda's EZ3000CX manual don't give a light-load figure, so we can't compare them at 250 W.

Worked example 1: one home, three kinds of brownout

Assumptions (our example, not a measurement): a frost-free 7–10 cu ft ref (27 kWh a month on its DOE label, about 37.5 W on average), two 16-inch stand fans (about 48 W each), five 9 W LED bulbs, a 43-inch LED TV (70 W) and a fibre modem (about 5 W). That adds up to about 250 W on average (appliance figures from our appliance kWh guide and Wi-Fi backup guide). The generator is a Honda EU22i S at its quarter-load fuel rate (0.45 L/h), gasoline at ₱87 a litre.

Evening rotation, 4 hours

1.8 L

About 1.2 kWh. A 1,024 Wh power station gives about 3.5 h

Planned shutdown, 13 hours (like 8 August)

5.9 L

about ₱509

About 3.8 kWh. A 1,920 Wh unit gives about 6.5 h

After a typhoon: 3 days, generator on 12 hours a day

16.2 L

about ₱1,409

Several kWh plus solar panels to recharge

The battery column uses Jackery's rule of thumb that our power station guide uses: hours = capacity in Wh × 0.85 ÷ load in watts.

What this shows:

  • Short brownouts: a mid-size power station covers most of an evening without fuel, noise or fumes.
  • 13 hours or more: you need a big battery, solar panels to top it up, or a generator.
  • Multi-day outages: a generator keeps going as long as you can buy gasoline. The EU22i's 3.6 L tank lasts about 8 hours at quarter load, so you'll refuel a couple of times a day. After a big storm, roads, stations and queues can make that the hard part.

Worked example 2: 12 months of evening brownouts

Assumptions (our example): the same 250 W home has eight 4-hour evening brownouts a month. Option A is the Honda EU22i S (₱65,180) at ₱157 of fuel per brownout. Option B is the EcoFlow DELTA 3 2000 Air (1,920 Wh, ₱54,990 on EcoFlow PH on 5 October), recharged from BILECO when the power returns. Each brownout takes about 1.2 kWh from the grid to refill (1 kWh ÷ 0.85), or about ₱22 at ₱18.93.

Upfront

Running cost a month

Total after 12 months

A: inverter generator

₱65,180

about ₱1,253 (fuel)

about ₱80,214

B: 2 kWh power station

₱54,990

about ₱178 (grid recharge)

about ₱57,128

Line chart for an example 250 W home with eight 4-hour brownouts a month. A Honda EU22i S inverter generator starts at 65,180 pesos and reaches about 80,214 pesos after 12 months with about 157 pesos of fuel per brownout. A 2 kWh power station starts at 54,990 pesos and reaches about 57,128 pesos with about 22 pesos of grid recharge per brownout.
Solar Leyte worked example: Motor Ace listing for the Honda EU22i S (23 October 2026), EcoFlow PH price from our power station guide (5 October 2026), gasoline at about ₱87/L (DOE) and BILECO ₱18.93/kWh (PRESYO-PH).

For this small load, the power station is cheaper to buy and much cheaper to run. Add a folding solar panel and even the recharge can be free on sunny days. The generator only wins on cost if you buy a cheap conventional unit and use it rarely, or if your load is too big for a battery.

The maths flips when the load is big. A 1 HP aircon, a deep-well pump or a welding machine pushes you toward 1 to 3 kW for hours, and a battery for that gets expensive fast. Our solar battery price guide lists 5–6 kWh home batteries at ₱42,000 to ₱67,800 (4 October listings), and they also need a hybrid inverter, listed at ₱45,000 to ₱58,000 for 5–6 kW models (hybrid inverter prices). That's a bigger upfront cost, but it also cuts your normal monthly bill. A generator never does.

Safety: the part people skip

Generators kill people in Philippine brownouts. During typhoon outages in 2020, the DOH reported carbon monoxide deaths in Albay after families ran generator sets inside their homes. The DOH says to keep a generator at least 20 feet (about 6 metres) from the house, its doors and windows. Headache, dizziness, shortness of breath, confusion or vomiting near a running generator means getting to a health facility right away.

Honda's EZ3000CX owner's manual says the same, and adds two rules that matter for homes:

  • Run it outside only. Never inside the house, garage, or any enclosed or partly enclosed space. Carbon monoxide "can KILL YOU IN MINUTES" and you can't see or smell it.
  • Don't plug it into your house wiring without an isolation (transfer) switch fitted by a qualified electrician. Otherwise the generator can backfeed into the co-op's lines and electrocute linemen working on them.

The same manual asks for an oil change after the first month or 20 hours, then every 6 months or 100 hours. Spark-plug checks are also on that schedule. A generator that sits unused all year may not start when the typhoon arrives, so run it now and then.

A battery has no exhaust. That's why the DOH also suggests battery-powered equipment in a calamity when you can use it.

Which one should you choose?

  • Mostly short evening brownouts, small loads (fans, lights, ref, Wi-Fi): a power station or a hybrid solar system with a battery. No fuel, no fumes, and it runs indoors.
  • Long outages after typhoons, or big loads like an aircon, pump or tools: a generator, ideally an inverter type. Or a hybrid system with a generator as the backup charger.
  • You already own a generator: keep it. Many hybrid inverters have a generator input, so the generator can top up the battery on cloudy days instead of running all night (how Deye, Solis and SRNE handle generators).
  • You also want lower monthly bills: only solar does that. A generator is pure backup.

FAQ

Is a generator or solar cheaper for brownouts? For small loads and frequent short brownouts, a battery is usually cheaper to own. In our example, it came out about ₱23,000 ahead after a year. For rare, long outages or big loads, a generator costs less to buy.

How much gasoline does a generator use per hour? It depends on the load. From the makers' specs, a Honda EU22i S uses about 0.45 L an hour at quarter load and 1.13 L at full load. A Honda EZ3000CX uses about 1.67 L at its rated 2.6 kW.

Can I run a generator inside the house during a typhoon? No. The DOH and Honda both warn that the exhaust contains carbon monoxide, which can kill. Keep it outside, at least about 6 metres from doors and windows.

Can a generator charge a solar battery? Yes, if the inverter has a generator or AC input. Many hybrid and off-grid inverters do. Power stations can also charge from a generator's AC outlet. Check the manual for the allowed input.
